Born from a gap that no family should face.

Loving Angels Home Care was founded after Demi Kelley, RN, witnessed firsthand the gap between the care families needed and what was actually available to them. Loved ones leaving hospitals without adequate follow-up. Family caregivers stretched beyond their limits. Seniors losing independence not because their conditions demanded it, but because the right support wasn't in place.

Demi believed something better was possible — care that combined the clinical standards of a hospital with the warmth and attention of family. Loving Angels exists to deliver exactly that: expert, nurse-led home health for every person who deserves to live safely, comfortably, and with dignity at home.

Meet Demi Kelley, RN.

Demi Kelley, RN, is the owner, administrator, and driving force behind Loving Angels Home Care. As a Registered Nurse with extensive experience caring for older adults, children with autism, and individuals with intellectual, developmental, and physical disabilities, Demi has dedicated her career to helping people live safely, comfortably, and with dignity in their own homes.

Throughout her years of hands-on nursing, Demi discovered something important: one nurse can deeply care for one person at a time — but by teaching others to provide compassionate, skilled care, that same dedication can reach many more people.
From Nurse to Educator

Training the next generation of caregivers.

That realization inspired her to become a nursing educator. As a faculty member registered with the Virginia Board of Nursing, Demi has taught and trained Personal Care Aides, Home Health Aides, Certified Nursing Assistants, and Certified Medication Aides — passing along not only clinical skills, but the compassion, patience, and respect that every caregiver should bring into a person's home.

How quickly can care begin?

In most cases, our home care team arrives at the client’s home within 24–48 hours of receiving the referral and order. For urgent needs, we make every effort to respond as quickly as possible.

Do you accept Virginia Medicaid?

Yes. We accept Virginia Medicaid for both private duty nursing and personal care (PCA) services, along with Anthem HomeKeepers Plus for personal care.

Is a nurse really on call 24/7?

Yes. A licensed RN is reachable around the clock for our active patients and their families — including evenings, weekends, and holidays.

How do clients or their families send home care referrals?

Fax orders to (302) 200-5543 or call (571) 581-0910 any day of the week. Our intake nurse will confirm receipt and verify benefits.

What if my loved one only needs companionship and ADL help?

Our Personal Care Aide (PCA) service covers companionship, homemaker support, and assistance with activities of daily living — billable through Medicaid, LTC insurance, or private pay.

Do you offer care in other languages?

Yes. We support care in English, Mandarin Chinese, and Spanish.

Who supervises the caregivers?

Private duty nursing plans of care are personally overseen by our founder, Demi Kelley, RN. personal care are RN-supervised, and a licensed nurse is on call 24/7 across every service.

Are you accredited?

We are actively pursuing Joint Commission accreditation, the gold standard for home care quality. Expected: Fall 2026.
